What does PoE actually require?

A single ethernet cable back to a PoE switch, a PoE injector or a Reolink NVR. That supplies both power and data, so no separate power outlet is needed at the camera.

Does the battery camera record continuously?

No. Battery cameras record on motion events to preserve charge. If you need 24/7 continuous recording, a PoE camera like the TrackMix is the right choice.
